有一篇外刊的句子不知道该怎么理解？

这是Time to fire Trump里一句话：

Were he to win the nomination, their argument runs, he would be privately intimidated and would appoint sensible advisers to whom he would defer.有译文这样翻译“他们的论述声称，假如特朗普赢得了题名，他自己也会吓一跳，并聘请明智的智囊团以推掉题名。”但是后面这句to whom he would defer我不理解，因为有一个词组是defer to ，所以我觉得这里defer并不是单独的“推迟，推掉”的意思，不然to whom 这里的to又怎么解释？这句话我感觉是“他们的论述声称，假如特朗普赢得了题名，他自己也会吓一跳，并聘请他所听从意见的明智的智囊团。”
